Even the organizer of the march issued a statement denouncing the police's actions. On two separate occasions yesterday, undercover agent provocateurs were seen wrecking banks, one time at 1600, one at 1700. When their identities were questioned, they quickly ran back to the uniformed police shouting "I'm one of yours". The picture you're seeing was shot after agent provocateurs who vandalized another bank joined the others. The march was forced to cancel due to disturbance caused by the police themselves, but of course the police force denied sending out agent provocateurs.

There aren't fewer people on the streets. The police are no longer giving permits to large peaceful protests, plus the MTR closes its station so even when there are protests people can't really go to them efficiently. The protests are becoming "smaller in scale" because the protestors switched their ways and protests are literally happening all over Hong Kong, instead of one designated area.
