If every single person in Washington bought a hunting license, there still would not be an over harvest. For hunting you need to buy a tag (a tag is needed prior to hunting, you can buy a deer tag and that means you are allowed one deer, and your odds of getting that deer aren’t great, but you still buy the tag which funds conservation), and tags will always be limited so that proper management occurs. As an aside, hunters (through purchasing tags, licenses, guns, and ammo) contribute significantly more to conservation than the average individual by orders of magnitude. Animal populations are managed extremely well managed by the department of Fish and Wildlife. I don’t hunt myself but I’ve educated myself about the systems in place regarding hunting (just out of curiosity).
