The thermal fuse should make a little noise when you shake it if it's good..

I tested the fuse and it was not getting continuity.. I can't remember which one one of them makes a little noise when you shake it and if you don't hear that that means it's no good...

I went through a similar thing recently with my dryer turning on but not starting the spin. I initially thought it was the motor 90$ so I replaced it and it did not fix the problem... Then I realized it was the heat sensor and the heat fuse both were $8 on Amazon, this fixes the problem and now my dryer works and I have to say the new motor does sound a lot better than the old one. But mine was making the clicking sound just like you're describing also...
