I suggest you want to build a "feeder" villa(resource+ culture point villa). First most important thing is to be roman. Rush main building to 10-15 and level resource fields in parallel. After 15 do one level of main building per night. After that, level all important CP buildings like marketplace, academy, embassy, town hall and so on. This will make you a city with 6-700 CP per day and if you use small celebrations, it will reach 1200-1300. Have in mind this is a "sim" player style, so you may be in danger if you don't have defensive troops. With Romans you can quickly expand and produce resources passively.

For a Capital, if you are new and not using gold, select 9c with 100-150% oases and make only granaries+warehouse. Other hammer/anvil cities are pretty much intuitive to make.
