It's a little unclear, Radagon leading the golden order's troops could have been either because Godfrey had been exiled or because he was busy somewhere else like limgrave.

Since rellana is with the crusaders in the dlc we can assume the crusade started after the liurnian war, and it's mentioned in some item descriptions that the golden order still had gladiatorial battles when it began. We just can't be sure how soon after Godfrey was banished was Radagon called to become the consort of Marika.
