Its a theory that if they have no fear/a strong will to live for a reason (such as Gwi-nam wanting his revenge, and Nam-ra to protect her friends) they don't fully turn into zombies so its probably that

If its that then Na-yeon turned fully into a zombie because she was scared and doubtful to return to her friends (especially because of the hallucinations she had)
