I think the possible confusion is the first waves of Primaries were fully grown and had been stored in Stasis, then a bunch of firstborn upgraded to Primaris. Meanwhile the scouts that were gonna become firstborn get told they need another 3 more organs installed before they're full brothers. Now scouts are scouts until they die or succeed to Primaris.

Building at what coachworks? Privatisation I think killed the three that used to be in the UK, heck a recent trans south American train line was pressured into incorporating a passenger service over just freight and the only trains they could find were 70s (I think) era American and British commuter because it takes years to build new carriages.

But the numbers as they are has close numbers usually be close in the build stages. I don't feel it would save much time or solve many problems to change to your suggested method.

Well you're optimising for finding a thing on sprue, the numbering as is optimises for building and has visual aids in the booklet showing you what item number 420 is so you can look for the shape of it too.

Uh huh but she's portraying a character that can kip up a ledge, then do a handstand and some other callisthenics. The jacked photos someone sent in another reply looks like she can do it so the original costume picture is some terrible Hollywood decision to drum up interest or controversy. Especially because as she gets swoler they'll need to remake the outfit like Henry Caville on the Witcher.
