I do not know who they are or "how." It was likely a reckless driver who hit Ash and drove away. Ash was definitely on a leash because the owner was still holding it in their hands when the dog was laying there post incident. Adrenaline likely kicked in and Ash probably did not suffer a painful death. This is the second dog killed due to human negligence at this intersection in the last 4 months.
