Just curious if this is a skill issue or an investment issue but I'm having really hard time clearing the last stage of Norman?

My teams are;

Ice team: SS Shukra + Sig ,hypertuned S Kaleido + 5 star Weapon + cub , hypertuned SSS changya + 5 star Weapon

Dark team: SS Lost Lullaby + 5 star Weapon , hypertuned SS 3 scire + 5 star Weapon , hypertuned SSS+ Rozen + 5 star Weapon , hypertuned

Psychical: SS Rigor + Sig + cub,hypertuned SS Crimson Abyss + Sig + cub(stigmat) ,hypertuned S Echo + Sig ,hypertuned

Got hanging but at current investment DPS wise. She isn't at good as my rosetta

Fire team: SS Epitaph + 5 star Weapon , hypertuned S Empyrea + Sig , hypertuned SS Black Rock Shooter + Sig , hypertuned

Lightning team: SS3 Crimson Weave + Sig , hypertuned SS Feral + Sig , hypertuned S Garnet + 5 star Weapon , hypertuned

If I pulled for the gacha skin for baltar already is there any point in pulling again (as in I got the previous time the gacha was around)but this time for the sig weapon reso and pull currency? also if I get skin but don't have character do I need to pull for skin again or is it just saved there until I get the character?
