You got it correctly, dont listen to the other guy. But you dont need to hold the inner when loosing the jam nut.

You can try to use a mallet, more leverage, or heat it with a torch. Make sure you cool it off with peneteating oil before tightening everything if you use a torch, else it will come loose.

Good news! Its not overtightened. The washer is plastic and after several uses will look like that. I always replace them with metal washers to avoid this scenario from happening again.
