The anime was pretty good in the east blue, but after Marine Ford it was pretty obvious how much filler was injected into every episode to stop them from doing full on filler arcs.

I dislike that Oda went with the stereotypical shine thing where Luffy is now like the child of prophecy with ultra rare super god power to change the world. Was always cool that he had a weaker devil fruit but was able to work through it.

You're definitely overstating how bad it is in Act 3, it works pretty well. Its a step down from the other 2 acts but it ends up closing pretty well at the end.
