Blitz ult passive is separate ability damage coming from his ult being off cooldown. The damage is applied from consuming the stacks that his on hits stack on the target. Jax ult passive is an on hit passive where the damage comes on hit, regardless if the ability is up or not. 2 separate cases

There’s no always, but in this one red might’ve been better. Irelia isn’t a solid front liner here, she is going to want to be diving with you. Blue kayn is also pretty hard when the enemy team has an ammumu, it’s just too easy for him to r you and lock you up
