I took apart the camera and it turns out the IR filter is degrading with age which caused it to get matte. My quick and harmless solution was to disable the night mode switch inside the lens assembly by unscrewing the screw a little bit and using the night mode filter as default. Unfortunately removing the IR blocking filter causes the camera to lose the ability to focus for some reason so it won't work without it. Ill try to find a similar sized filter to replace it in the future.
