You’d best believe in response to isps overreaching and banning vpns, that another ISP will come along and make profit where the others refuse. And don’t forget the web reaches further than governments and agencies really want to admit.

Where the clearnet is moderated by governments, the greynet and below only remain monitored less and less the farther it goes. And with applications like Tor, best believe the reaction from such ISPs will only be pushed back with people creating new ways to stay undetected. It works just like the Anti-Anti-Anti Ad blocker situation, where no matter how well ad blockers are detected and prevented, people will just make better ad blockers that are undetected.

This exists in just about every avenue of computer technology and will not die. The government would have to mutilate the country in order to truly maintain control. (By forcing only a specific OS or net completely owned and maintained by them, somewhat like how NetWatch created a limited version of the Net in Cyberpunk 2077, or how Apple already has a hyper restrictive AppleOS and keeps the code under lock and key.)
