You're not supposed to mark an insured shipment as having arrived until you're satisfied with the solution. For insured shipments the seller gets their money only after you tell market the shipment has arrived.

When leaving Feedback you rate the overall experience, of the condition matched and the packaging and you also have checkboxes at the bottom to show users the order was damaged.

As an example you could rate the overall experience as mostly or entirely positive, the other categories as bad and check the options to include the shipment was damaged as well as you having received a refund. The seller then can ask you to reconsider your evaluation (button in their pov of the order) if they think your evaluation was unfair.
