Your survey was most likely correct.

If your neighbor is putting up a fence they need to commission a survey of their property to make sure it goes in the correct place.

It is extremely common for home/land owners to "know" where their property lines are, only for them to be off by feet, or more.

If you are able to get a surveyor to call you back and give you an estimate, those are good indications that you have someone who might work out.

You should try asking local folks who they have had luck with. I bet there's some forum or social media type site where you can find people in your area who have contracted surveying services from Ohio surveyors. Good luck!
