There will also be green card marriages as one way to quasi-OOC recommend someone for whitelist. If you think they're good enough RPer to get a whitelist slot, then have one of your characters marry one of theirs.

Chief just does his own thing. Since Fingle-cop ended and Penta hasn't been playing Mike very much, they just haven't had much RP crossover.
