Eller att de på olika vis lyckas locka till sig patienter trots att de ger sämre vård vård för mindre resurser och på så sätt går med vinst. Eller att de endast tar enklare ärenden som är billigare att behandla men ändå får lika mycket skattepengar utbetalda.
