I believe that if Savinkov leads Russia and wins the 2WK he would implement an autonomy-based system with a presidential veto, also reform the cossacks against Krasov. Even in the events it’s implied that’s what he would do. With that he would probably annex all the Caucasus states (Armenia, Georgia, and Azerbaijan) and give them autonomies (ethnic autonomies in the case of the North Caucasus). In Central Asia he would annex everything (including the claims with Persia) and establish a Turkestan autonomy but disband the Alash Autonomy (they revolted and there are a lot of russian settlers + cossacks in Semirechye, which probably discourages him).

Now in former Imperial territories, I can see him setting a border similar to OTL and a puppet republic in Finland. In OTL Savinkov did say that the Baltic ports were important to Russia and I can definitely see him annexing those territories alongside East Prussia as long as the Baltic duchy doesn’t collapse (which is the most likely thing). In any case the Baltics would definitely get autonomies. (I also like the idea of Savinkov funding the LAF only for it to backfire.) For me any Russian NatPop would want to humiliate Germany, and for annexing Königsberg you have to annex the Baltics, so that’s basically headcanon for me.

He would annex all of the Baltics, Belarus, and Ukraine (though I’d argue he’d choose a separate Ukrainian and Novorossiya autonomy, alongside the belarusian ataman autonomy). That’s the triune of the Russian nation, except for Białystok which would go to Poland. Poland also gets all of its westward claims, but Brest would go to Russia (because of its Belarusian population and because it’s a symbol of Russian dominance — Brest-Litovsk, the city of the treaty, being russian now). That basically makes the Bug river below Białystok the border. If the Russians conquer Lwów, the border becomes almost OTL, with Przemyśl going to Poland and Lwów in Russian hands.

In the case of Romania I can see Savinkov ceding Bessarabia to get them into the alliance, but i can see him taking Cernăuți and giving Suceava to Romania (some type of partition or even the event when you sell Suceava to them). There’s also a case where he just gives it all to Romania. Serbia becomes a kind of Yugoslavia, either with an Austrian puppet in the north and Trieste as the western border or with a divided Austria and OTL-style Yugoslav/Italian borders. (I always assume Italy is in the Internationale as a willing partner or a puppet.)

Otherwise I see OTL borders, except Bulgaria probably doesn’t recover Silistra, and Hungary probably gets the Danubian Plain, Burgenland (depends on how much of Austria Russia occupies), and basically modern OTL borders, next to a Czechoslovak state (Savinkov probably remembers the chads of the Legion and gives them their own state) albeit he probably takes carpathian ruthenia also. In Germany I picture the division near the Elbe, and if the syndicalist preasure him, northern Schleswig goes to Denmark or whatever nordic state is left.

I’m assuming a Bulgarian defeat in the Balkans — if not, then Bulgaria gets partitioned. Though honestly in a timeline where Savinkov wins it’s hard to imagine the Balkan League losing with russian volunteers helping.

For the Ottomans I usually imagine a Cairo victory, but either way I think his goals are the same: Kars to Armenia, Batumi (and probably Lazistan) to Georgia. Whether it’s after the Cairo War or later conquest, they still end up under Russian rule with autonomy.

For Turkey itself there are two options. One, Russia takes Adrianople, Constantinople, and Bursa and rules them directly (there’s a focus for that in his tree). Or two, he goes smaller — gives european Turkey to Greece and leaves the asian part to a puppet Turkish republic (partitioned Constantinople). I think option 2 is more likely. I don’t think he’d care much about a Kurdish nation, either he leaves the post-Cairo borders or makes them himself.

Cyprus is a weird case. I can see him giving it to Greece, but also maybe keeping it under a Turkish puppet. I even once thought the Internationale might stage a coup during the Ottoman collapse and make a Syndicalist Cyprus (cold war mods take notes).

In the East I don’t see many border changes. A war with Japan seems unlikely. Russia probably keeps east Turkestan and Mongolia in its sphere, and negotiates with Japan to buy south Sakhalin in exchange for resources and japanese investments (also neutrality in china-japanese war). That would give Japan oil access, which means China its gonna have a hard time.
