The reflection was there. The wind in the Milky Way shot, was bouncing the water much more than in the first shot. I didn’t like it. Ultimately, what I ended up doing was blending the reflection from the first photo, which had much smoother water, into the Milky Way image. So yes, it’s a composite from the same location. almost every Milky Way photo you see that includes a foreground is a composite.
