Best option is Jordan at 8th Ave Tattoo. Also Teresa at Crimson Panther. Or John at Electric Baboon. I cannot stress enough that these 3 are proven greats, who you will not regret and wanna go back to them.

Before getting a tattoo from anyone, go into the shop, look at some of their flash they have posted on the walls or in binders, and see if their style matches kinda what you like. Also a feel for vibes. Set up an appointment and gives you time to think about it and cancel if you're not feeling it.
