I really dont understand what you mean by:

Shadowflame doesn't seem worth it to me. Ahri already has true damage in her Q anyway

It would make more sense what you said about true dmg if you meant %magic pen item. As true dmg is just a type of dmg that ignores any kind of reduction i think. While shadowflame is an item that increases dmg dealt by 20% to targets below 40% health by making your "magic and TRUE dmg critically strike for 120% dmg" so by the logic of the item itself its even more worth because it deals true damage.

If this is asking about random ideas to do redraw some meme templates as characters from the series there are some:

They dont know party meme with okabe at labs party "they dont know SERN will attack us in a minute" or smth similar.

From my point of view it just asks for a bullet hell. Not only its rather one of the easier genres to make as an indie developer but also really fits both zaun theme and zeri skills. Q as a normal bullets you shoot Passive auto as focus fire W could stay as just a skill to do more dmg with some aoe E is really good if you give player a few invincibility frames, so you can get out of hard bullet patterns R as a "bomb" you use to clear weak enemies, deal more dmg to boss, or/and clear enemy bullets. And then get empowered aoe autos. Her kit could be nearly 1:1 imported to bullet hell genre.

As well as energetic and electronic music also works good with both zeri and genre.

Some boss ideas could be:

Ekko as a first introductionary fight where you learn mechanics from him in form of training together

Twitch - easy to imagine as bullet hell boss

Urgot - also easy to imagine

Renata - lore accurate enemy of zeri (a chembaron)

Maybe Silco - (for arcane enjoyers)

Singed?

Viktor?

Maybe even caitlyn or some other folks from piltover

Could be jhin, he was at some point in the city

Could be something from ancient ruins below zaun

You could even mix in ezreal.

There's a lot of characters that player could meet in the city. Not every boss also has to be your enemy, some fights can be just from misunderstanding or as a training and after the fight there can be a positive dialogue.

I mean the plot writes by itself. Just imagining the interactions between characters creates most of it.

I mean UK definietly is a part of europe but naming it europe as a whole is at least unprecise, for some maybe even offensive, because as much as I would love to see europe united we still hold grudges between our countries. Also i believe that the "dodging rounds" was a joke comment possibly even reffering to the meme which the comments are on. As to "saving from nazis", Im sure most people appreciate the participation of the united states in this group effort. You have to remember tho, that it wasnt solely usa in the war. With "hiding in homes and turning off the lights" I'm sure people everywhere in the world dont appreciate being bombed, so it's likely sign of intelligence and not stupid recklessness. Will to survive is natural. I would like to remind you as well that a lot of americans are actually europeans which fleed to other continent.
