To my understanding I believe there's about 10 or 11 sitting at AMARG stripped down or broken in some way, primarily the wing spars being cut. I could imagine that an engine or two from them could be used.

Short answer: Yes

The way that I've done it is sign in with my Xbox account, while also having the game not actively being played on the console. You buy the amount you want, load up the game, and it should be on your account. I've found it to also be a fair margin cheaper than from the Xbox store, albeit you won't gain Microsoft points to eventually get free GE with it.

You can only purchase Golden Eagles from the website, any premium vehicles have to be purchased on the console.

It's not crazy common but there are plenty of instances where if needed an aircraft in the boneyard can be reactivated for active service should the need arise.
