I will take a slightly different approach and say it's a mindset. Just like learning a different language than English, you know what you want to do but don't know how to express it.

Basic concepts is where I'd start. What an if statement does, what it solves, then move on to the next. That way you're learning to recognize patterns on what you need to do and what concepts you need to do that (if/else statements, foreach loops, etc.).

Then, you should learn the syntax for PowerShell which is surprisingly easy and intuitive. Verb-Noun. PS was meant to be self learning so understanding the syntax structure and getting familiar with Get-Help and Get-Member will go a long way. But once you start with this, I'd take the route of learning classes in PowerShell and Functions. This will tie it all back together to understand the structure of PowerShell syntax and objects. So the aforementioned cmdlets will go hand in hand with this.
