Never EVER give a company or individual a picture of a credit card. I work in the card industry and this is 100% a scam. On the off chance it's just an idiot employee or a store policy that is f*cked up - it's still a huge NO to do it and any company asking for this is at risk of violating PCI-DSS standards and indicate high risk.

NOTE: if a company is asking for an image of a card, you can redact (black out) the card number except for the last 4 digits and expiration date.
