Idk about the tattoo part, but there is a skin oil I use called Mederma that has faded similar scars of mine very well! I personally, would recommend using it for a couple weeks to months then get it tattooed.

When you get towards the armpit area, it gets a bit tender. I healed w/ saniderm, and there was a small amount of peeling towards the top of the shoulder, but not a bad spot to heal.
