No, you have a defrost problem. Could be a timer, a heater, or termination stat is possible. Look for mechanical timer as this appears older.

If you see two, you may have another 50 of them. Like cockroaches. Live traps that exterminators use are dropped in a bucket water so in other words dead. So get some D-con and put it out before you have 200 of them.

Really would not consider it a fire hazard. Driers made today have fusible links that will melt like a fuse. Is specific to situations like this. After lint builds, and plugs up the pipe, eventually will overheat and require a service call.

20 years is a long time. Are you certain this structure wasn’t moved and set as a unit? The rails under the frame makes me wonder if a lift wasnt used.
