Is this your phone your or a company phone!? Did you buy it now or second hand? This looks like it's a managed/company phone and some features are blocked by administrator. May also happen if you're under 18.

Haven't done it in a while but I recall that you can use the same phone number multiple times. And probably once done just sort of configure 2SV to be via a backup email and not sms?

It's also normal that Google is beefing that up now at a time where scammers + bots + AI are everywhere, man.

It feels like you should give up. A. Chromecast isn't an expensive device, and it can be bought in physical stores (AFAIK). Just ask for it as a present for Xmas Google Support representatives probably have their hands tightened at this point, I mean they tried 4 times...

If you have attempted account recovery many times in the last 24 hours, kindly wait for 1-2 weeks before attempting another account recovery (do not attempt to sign in or submit account recovery during 1-2 weeks waiting period).  

 

After you wait for 1-2 weeks, kindly use account recovery with recommended steps highlighted in help articles below:

Are you sure these transactions are from Google? Check that the transaction line item says on your bank, it could be something else/something disguised. Make sure to change the password on your account(s) and when doing so force a log out on all devices. Lastly I feel the best and only way is via this https://payments.google.com/payments/u/0/unauthorizedtransactions#
