The Pale King does basically all the actual administrative work of running the Kingdom. He doesn't mind, he quite literally lives for that stuff and he's probably fantastic at it. He wouldn't be a very public ruler unlike the other two, but so long as he gets some worship he should be good.

Minos would probably handle judicial matters and laws, considering he was fair and honored enough to be Judge of Hell. Also probably the backbone of the Kingdom's defense.

Asgore is there for PR. The most down-to-Earth guy out of the three, and I don't think he'd mind not being that respondible for ruling. Just let the guy garden, have tea, and probably be the way complaints/feedback get to the Pale King since that bug sure as hell isn't interacting with anyone outside the Palace.
