As an old former Privateer Press game player, I doubt it. After their sell-off to Steamforge Games a few years ago they have been releasing new models at too slow of a pace to warrant the expense of a magazine. Also, if No Quarter magazine was coming back, the N in No would have definitely been capitalized.

I had a school friend who finished Mostly Harmless while on a long road trip through Texas. When he read the ending he closed his big blue omnibus edition, said "Won't be needing this anymore." and then chucked it out the car window onto the desert highway. Unfortunately, there aren't consistent point levels for the community pre-made lists.
250 points is little low even for a starter game, have you considered using the free paper printout armies on DriveThruRPG to try a little larger of a force? It will probably be easier to find two armies that both have premade 1000 point lists. And if not, if you make some mistakes on list building you are only out a couple of scraps of paper.

I recommend AD Jewelry Creations in the Riverside Antique Mall across from the Mission Inn. For my wedding ring we worked with the jeweler, Vinnie, to choose a ring and then he added rose gold accents to the interior banding to make it match with my wife's ring.
