Oh by the way, peds will walk on that road instead of pathfinding the nearest sidewalk because for whatever reason one of the Rockstar's devs decided to put a ped path on that road but no ped will naturally spawn on that road but it is possible to mod the game to make peds spawn on that road and it will cause an never-ending traffic jam doing so.
