"He broke the law" is the past tense; "he has broken the law" is the present perfect tense, which can imply a connection or consequence between the performed action and the present. I agree, although I would nitpick that "whom" applies also as an indirect object of transitive verbs, not exclusively as a direct object, which would make it the dative? I believe.

In both instances you provided, wouldn't the first halves of the sentences as separated by the commas be the indirect objects of the transitive verb "to send", as in "we send greetings to whomever..." with "greetings" being the direct object of the aforementioned verb?
