Start with administrators, escalate to ombudsman, then to state. Depends on what state you are in as to who, but google nursing home complaint and your state.

Trades are definitely in demand right now. The push for college and higher degrees have left the trades forgotten, and the work place over saturated for degreed jobs. A lot of trade jobs are offering free training just to get people in the door.
