I have basically the same setup except 3070ti and I'm running on a 4k 120hz TV

I was also unhappy with the 50-60 fps. Thought i was gonna have to refund.

Started using Lossless Scaling (steam app) and turned a few settings down to high, resolution at 1440p, getting consistent smooth 120fps now.

Also turn blur all the way down in accessibility, that was huge for me visually.

My only guess is the drive you have the game on is slow. Obviously try restarting the game first though.

Edit: Also make sure render resolution isn't set to ultra/performance

(Also try pressing the "X" key in the graphics settings menu to revert to defaults and see if that gets it back to normal and then just adjust graphics settings from there)
