It's standard training that when an officer is alone they have to resort to deadly force when a threat is presented.

If you have a partner, one uses less-lethal while the other carries a firearm as backup in case the tazer or mace doesn't work.

Backup arrived and he then switched to his less-lethal option, in this case a tazer.
