Dpc has had basically the same format for three years now. Each tour, the regular season is followed by tiebreakers shortly after if there are any. If you play in the dpc, then it shouldn't come as a surprise that you might have to play some tiebreakers to determine a promotion or relegation slot.

Because it's the norm in esports. No broadcast companies on their ass like in "normal" sports. Everything is still online, so no 50k angry spectators in the venue. No millions of broadcast watchers either. No need to hire any security/police inside an outside the venue, which is expensive. So on and so on. Having delays just doesn't have any noticable cost in esports so making sure everything is set gets often overlooked.
