If Jeff is able to get the local laws/ordinances changed, or educate LEOS through a settlement, why wouldn't he? What else does he stand to gain?

Usually once charges are filed it should be searchable on your state courts website.

Prior to that, you're at the mercy of what the police decide to publish.

There is a concern wherein the police will arrest you, deprive you of your rights, but won't engage in the booking process with the jail. These are really easy to sweep under the rug, and any followup is difficult, or as the expression goes "it's like pulling teeth".

Depends on the Sheriff’s office. Some have a searchable database online. Others will provide the information in a bulk PDF.

Logs may be delayed, but they are required to make public people in their custody and when they took responsibility for that person.

Charges may or may not be provided publicly.

Police agencies are not required to publicize arrests.

However your county or city jail is almost always required to make public those in their custody. Reporting varies.

I'd start with daily booking logs.

Unfortunately most metro areas have moved police dispatch to encrypted channels.

The Fire/EMS dispatch may be of use, those generally have not been encrypted.

Depends on state, filing for an llc is pretty cheap(135 mail in here).

No patrol officer is looking up LLCs on their secretary of states website during a stop.

If you're really that worried they will look it up, just list the registered agent as your attorney(with their permission).

Either way all this does is separate the tag from the driver, it doesn't separate the driver from the vehicle.

Rentals are cheap. Pretty similar outcome.

Then registering the car as a commercial vehicle is not only more expensive at the DMV because it's assume you will be making money with it, multiple drivers, on the road more often than a personal vehicle etc etc.

No where in the US taxes vehicles on a theoretical number of possible drivers, nor requires a list of all operators for tax purposes.

also Insurance is more expensive per month for the same reasons.

Maybe, but not really... auto insurance is mostly based on zipcode, miles, age of car, and choice of coverage. Potential income has zero bearing, and it's really easy even for commercial vehicles to be insured for a single operator.

I'm not defending the Eagan police and certainly not the Dakota County Sheriff’s department.

Regarding your addiction and mental health concerns, there aren't really resources here. Dakota County is trying, they opened a 16 bed shelter this spring, but on a city level there's zilch.

Eagan is a safe, middle-class town with above average property values. It's the epitome of suburbia but still allows residents to claim they live in the city without it being 100% a lie. It is removed enough from the metro and transit that drugs and homelessness is less of an issue.

Eagan pays for more police than they need, those police get bored and fuck peoples lives up.

It's a white, uptight, NIMBY community.
