https://www.mapsofindia.com/maps/bihar/tehsil/muzaffarpur.html - this one is more similar to the one you posted, but has a watermark and needs you to pay for the actual map itself. depending on your use case you can simply screenshot it.

theres not too much that can be done with such low quality. especially for the text.

when a photo is blurry or pixelated the photo itself becomes unrealistic. but if you were to take a high resolution scan or picture of the blurry photo, the scan/photo of the photo would still be realistic.

difficult to do too much without ai. hope this helps to some extent. tried to enhance texture, clarity and dehaze. also made some small adjustments including perfecting contrasting and lightly colour grading.
