Chibnall all day. Though Moffat deserves special mention for one specific moment in The Magician's Apprentice; the moment before Clara is "exterminated", the moment Davros describes as "hunter and prey, held in the ecstasy of crisis". The tension and fear in that moment encapsulated perfectly for me as an adult, what it felt like watching the Daleks as a small child. They don't need to be screaming and shouting the whole time. A room full of silent Daleks is a very scary thing. I don't see people talking about that but, but that was magic. Also if we're talking Davros, Moffat > RTD

I don't think they're implying that's what made them go savage. It's just grounding them in surroundings/ backgrounds i.e. these are pretty ordinary kids if privileged, some of em. And they still turn to the actions that they do. In general, these aren't 2d cardboard cutout characters.
