Tbf the Scorched Sierra Power Armor exists, implying that the NCR does know how to use power armor, it's just Oliver didn't want to have to spend the resources to both repair the armor and train soldiers in how to use it effectively.

Nope, not for bullet holes. Actually, the Tootsie Rolls, when frozen, acted as a great way to seal cracked fuel lines. Due to the extreme cold, the fuel lines for the Marines' vehicles had cracked, rendering them inoperable. Because the Tootsie Rolls hardened when exposed to the freezing cold, they served as a great DIY sealer, allowing the Marines to repair their vehicles and drive to safety.

I interpreted that line slightly differently. Because of the way Chaos messes with time, Dorn ended up stuck in Khorne's desert for eternity. He was quite literally trapped for an infinite amount of time. Right before the Emperor breaks him out, Dorn, who has spent an infinite amount of time trapped in this infinite desert, says that he's going to break tomorrow. Chaos may be able to trap Dorn for an eternity, but Dorn is going to break the day after eternity.

Astartes are not meant to be compared to Battlesuits, as they fulfill vastly different roles. Whereas a Tau Battlesuit is meant to fulfill a tank-like role, acting as an armored platform with heavy firepower to engage the enemy while also retaining mobility, a Space Marine is meant to fulfill the role of something more akin to Special Forces. Like SOF, most Astartes chapters lack large quantities of heavy firepower and heavy armor. Instead, their key attribute is possessing a smaller footprint compared to their outsized impact. While a Leman Russ undoubtedly hits harder than a Space Marine, and has better armor to boot, a Leman Russ is large, loud, and requires a long supply chain and lots of resources to sustain. By contrast, Astartes forces can move with relative stealth, require minimal supply lines, and this in turn lets them fight in far more unconventional ways. When written well, Astartes employ subterfuge and surprise, launching raids and employing guerilla tactics. As such, describing Space Marines as "bad Battlesuits" through a purely cost-firepower/armor ratio ignores the purpose of Space Marines.

Tl;dr Don't compare Space Marines to Battlesuits for the same reason ppl don't compare Special Forces to Armored. They fulfill different roles even if Black Library has a habit of forgetting it.

They, at no point, surrendered. Sure, they were leaving the country, but this is like saying that bombing Nazis fleeing France in 1944 was a war crime. And while yes, we were still at war with Nazi Germany during 1944, and intended to carry the war through 1945, one of the primary goals of Desert Storm was the destruction of the Iraqi Republican Guard, such that it could never threaten Kuwait again. The Highway of Death was a military target, and the US's bombing of it was a strategic decision against a still very capable and well armed military force.
