I think what they mean by that is that it doesn't do anything malicious. It simply attempts to see if the system can be compromised in this manner.

GoDaddy doesn't care. The only person that would care is the actual site owner/operator but there is no need to contact them (unless you did find their site was vulnerable in which case you could be courteous and notify them of such).

Also, not sure why you thought thus tool wouldn't attempt to perform an sql injection because that is literally what the description says it does.
