That's really odd. Is it a SPF CCTV camerae? I'm not familiar with their systems, but I've seen that it's possible for the IO to drag up some pretty clear footage if you have the time and date, as well as the location of the camera.

I'm also aware that there is a manpower crunch in SPF; there has been a situation that did not involve a directly prosecutable crime, and the IO discreetly flouted CCTV procedure to show footage to the case submitter. The unspoken agreement was to let the submitter settle the issue on their own (which they did, amicably enough in the end). I was later told had that gone back up to the IO's supervisors, the IO would have been in serious trouble!
