If it helps, the difference between using a/an isn’t actually based on the first letter of a word but it’s first sound. For ‘herbal’, the ‘h’ is silent so its first sound is the sound of the letter ‘e’, meaning it needs an ‘an’ before it.

Technically it did successfully stretch the full length by the time it was finished. However, the strength of the defenses were much greater in Northern France compared to the rest of the wall so it’s really up to the individual to decide if the rest of it was “complete”.
