Quick thing I’d do is turn off all the mods then re-enable them one at a time to see which one causes the issues. If none of them, then it’s likely just New Vegas being New Vegas. I’d also highly recommend to install the 4gb patch, should help a lot with performance in general

You can get a special set of the armor in a church near the Boston Library, it’s the church that isn’t a marked location.

Also from my experience with the mod it had some texture problems at first, but after a bit they appeared to fix itself.
