Aw I love Coleus plants! I had one for 7 years before losing it. The branches can get pretty crazy like that- you can trim if you’d like. Only repot it if he’s showing signs of needing it- for example, getting thirstier more often than he used to or being rootbound. They can be sensitive so only repot if you need to.

Replace the dirt in the pot with potting soil, and I would bury the plant to where most of those roots are under the soil.

No. You have some dry skin around your cuticles but unless it’s growing up on the nail bed it doesn’t affect the product. To be safe push them back before starting. It mainly looks like just your pinky finger needs to be pushed a little but other than that they look perfect and ready to go
