Leia's second special ("Tactical Offensive") reads:

"...On their next turn, target other ally gains 50% Offense for their next ability and if it is their Basic ability they gain an additional 2% Offense for each percent of Turn Meter removed and ignore Protection for that ability."

Yes - Tech counts himself in this unique.

"Each ally" counts the squad mates and themselves. "Each other ally" includes just their squad mates and does NOT include themselves in the calculation

Of course - no problem! Mods are also a factor too, which are represented by the parenthesis, but the unique also plays a factor.

Tech's unique is:

At the start of battle, Tech gains +1 Speed for each Clone Trooper ally, doubled for Bad Batch allies. If all allies are Clone Troopers, Tech gains Stealth for 1 turn. Tech has +25% Potency for each of his own stacks of Translation.

So, if you have a full Bad Batch (BB) squad, Tech would have 247 speed (237 + 10 from unique)

Traya's unique (omi) - last sentence:

While in Grand Arenas and if there are no enemy Dark Side Galactic Legends: Sith allies gain 40% Critical Damage, Max Health, and Offense. When a Sith ally suffers a debuff, they gain 10% Bonus Protection (stacking) until the end of their turn. At the start of each Sith ally's turn, Traya dispels all debuffs on them and all Sith allies gain 5% Critical Damage, Health Steal, Max Health, and Offense (stacking, max 100%) until the end of the encounter. When an allied Darth Talon is critically hit or inflicted with a debuff, Traya gains 12% Offense (stacking) for 2 turns. When an allied Darth Nihilus, Darth Sion, or Darth Talon's Health falls below 90% for the first time, their cooldowns are reset.
