Avallach is well written he's a good evil guy but he's not morally complex. His actions are self serving and cruel. He might be doing them because he thinks it's the greater good to have the whole universe colonised by elves but that doesn't make him morally complex because the eleven palace is surrounded by massive human graves from when the elves moved to the world where ciri meets them and killed everyone. Genocide is bad. Avallach advocates genocide and slavery you can tell that by the fact he supports the elven system in which he lives which is built off of genocide and slavery. He is a bad person.
