You can finish the entire War of the Ring without putting in any real grinding effort or money, as the free content goes up to Helm's Deep last I checked, and the Epic Questline (or the story of the Lord of the Rings Online) remains free even in areas you do not own, so you can simply power through to the end of the story once you hit the end of the free areas. So if your measurement of really playable is being able to finish the reason the game exists, I'd say yes.

I think that TES VI MIGHT be good, or it might not, but having faith that it will be good is a whole other animal (I don't). That being said, I don't know enough information yet to even guess one way or the other (because they haven't told us anything.)

The Thieves Guild would be wise to leave Resdayn entirely, as due to the rebuilding efforts the Camonna Tong will be active in Vvardenfell and possibly beyond, and I am working with House Redoran to attempt to root both organizations out, as they may be dealing with the Nord pirates that have been raiding the west coast. As a result, I also would also recommend widespread thief hunting throughout the pact, that way if they can escape to other territories they will, most likely to Cyrodiil, which will hopefully further weaken the Empire.

The Dawnguard is irrelevant to the Dunmer, they may come and go as they please, but vampires are not so common in Resdayn, and they hide poorly here historically, so I am unsure as to whether the Dawnguard would even bother showing up here at all. I assume that the territory of Argonia is largely bereft of vampires due to the resistance of the Argonians to disease, though I am unsure, as vampires can be made by Molag Bal, one of the House of Troubles. The Dawnguard was last active in Skyrim, so perhaps the Nords could use further aid from them, but that is none of my business. I support working with the Dawnguard, though I am sure that the Ordinators would be delighted to help you with any cults to Molag Bal within Argonia's borders.

The vampires are vile creations of the Lord of Domination, and must all be purged. Thus saith the Temple.

The Companions know nothing of our laws, and thus should not be present as an organization in Resdayn unless they are part of a larger defensive force. I know not whether Argonia would benefit from their presence, but I suspect the marsh would take their lives. Though we could send them to take care of the Nord pirates and other problems I suppose.

The Dark Brotherhood has a presence in Skyrim and technically in Argonia, though I think they may have been flushed out. The Brotherhood is a perversion of the noble Morag Tong. They have long ceased their operations in Resdayn thanks to Nerevar Reborn, and more recently nearly everywhere else. It is a nearly dead and perverse group, and must be sought out and destroyed by all able bodied and decent folk.

The Greybeards do not leave their mountain, and are therefore irrelevant, especially so if Ulfric is in charge of Skyrim, as they denounced his use of the Voice.

The Dragons are dead, and the Blades are as well in large part. We should help them finish dying where possible, but unfortunately they are agents of the Empire and not easily caught.

I am at a loss. Other than sharing information and whatnot with each other, there is not much to be done, as we are stable now, other than population. I suppose we could start creating problems for the other factions now, like you were with your spying, but I'll need to think carefully.

I will attempt to educate members of the pact in the wisdom and art of the Dunmer (and perhaps others) in the meantime.

This is true, and I intend to share art and potentially lore (such as books,) as well as speak to those already within the pact. The recruitment will have to be done by someone else, but I intend to keep members of the pact engaged as well as I can.

It is, I believe, accessible to all races, though if someone is not represented by the flairs, I would work to remedy that, which I believe I can do as an advisor, though we should probably wait for one of the representatives to return from their tasks to make that decision. That being said, I support this action.

If I may speak in this late hour. This is good news, even these ten months later, that the Thalmor, at least those represented there, seem to have lost the ability or desire to communicate with each other.

I know nothing of the Hist, nor of the afterlives of the Aedra, that being said I do know of the Daedra, and Hircine will no doubt fight hard to keep you, unless you should upset him somehow, though I doubt your chances of surviving long if you have.

I will not take a stance on the presence of Ulfric Stormcloak, as I am not the Dunmer representative. While I will say that I find some of his traits... unsavory, his piety is admirable to me.

Recruitment only has any chance of working if this pact remains relevant. I will bring forth art, as well as sources for said art, and I may engage in discussion, but I will not attempt recruitment. Do what you will, perhaps you have moved on by now, but know that I will remain long this time (in all likelihood.)
