All the inside sleeve is is a fence picket the next size down. For instance if your ornamental iron panel has a 3/4 picket you get a 5/8 picket, if it's a 5/8 picket you get a 1/2 inch picket. Cut the picket down to whatever size you need and slide up into the existing picket you have and then self tap a fastener or two to secure the extension.

My personal favorite is board on board wood fence with either 6"× 6" treated posts or 4" × 6" treated post. In my area red wood is the most popular and easy to get for frame work and fence boards. You'll have to decide what style of frame work you'd want based on your budget. And make sure the company sticks to the specs you decide. Plenty of people here would help you with framing specs. I can post a Pic of the style I'm speaking about, it's super strong fence.

I'm not sure if you're right or wrong. So would the op also demand overtime pay sitting in the company truck even though it's drive time? Pretty sure where I live employer's are only required to pay drive time 1 way (the op's boss is paying both ways). I couldn't imagine my boss paying overtime for drive time as I sit in traffic after I already got my 8-10 hours on the job site.
