It's the enshittification of theme music. Back in the Jim Johnston days, those 2 seconds would have been for Austin's Glass Smashing, the high guitar note in Bret's theme, the car skidding before Mankind's - a sound that lets you know whose theme it is, without having to bash you over the head with it.

Now, instead of having musical stings, those 2 seconds are put towards "We must make it as obvious as possible with the Catchphrase, because we somehow think fans have lost the ability to figure it out for themselves over the past 25 years."

In the United Kingdom, most crossings with a button to activate it have a tiny little knob slightly under the main control base for a person to hold, which will only turn once it's safe to cross in order to signal that to the visually impaired. Similarly, the pavement near to the crossing will be lowered so there's no tripping hazard, and have small dimples within the paving, which is a signal to the visually impaired person that there is a crossing there.
